Planning Monitoring Evaluation and Learning (PMEL) Advisor

About this role

In this role, you are responsible for Planning, Monitoring and Evaluation of the progress and results of programmes and projects of Plan International Nederland, and for sharing and applying the learning. Based on the learnings within our projects, you will identify and share insights and opportunities for evidence-based adapted programming, fundraising, lobby and advocacy and communication.  

As Planning Monitoring Evaluation and Learning advisor you are part of the Knowledge and Impact (K&I) Team of Plan International Nederland, consisting of a total of three PMEL colleagues, four thematic advisors, two communication advisors and a manager. This is a temporary position for 7 months. The tasks are carried out in coordination with relevant project managers.  

Day-to-day activities

• You are responsible for the development and implementation of PMEL policies of programs and projects of Plan International Nederland; 

• You consider the requirements of various donors including the Ministry of Foreign Affairs and European Union; 

• You advise and support programme staff in the country offices on result measurement, logframes and Theory of Change development;  

• You provide support for baseline measurements, mid-term- and final evaluations of programmes, the selection of external consultants for evaluation, the assessment of evaluation reports and the use of the findings of these evaluations;  

• You support in making collected data and indicators visible, to monitor and track progress.  

• You contribute to the development and roll out of the organisational learning strategy.  

• You analyse learnings from the programmes/projects and identify opportunities for evidence-based adapted programming, 

• You share learnings that are important to further strengthen evidence-based lobby and advocacy, communication and fundraising. 

• You contribute to research and the development of PMEL procedures and tools for project  and coordinate their implementation. 

What you bring

Our ideal candidate has experience in Planning Monitoring Evaluation and Learning and in applying learnings. The candidate is open to learn more in a fast-paced and internationally oriented environment. The candidate is a flexible team player who communicates tactfully with colleagues from various cultures and organizations, both verbally and in written communication. Experience in managing data and programs, developing learning agenda’s and managing project management systems is very welcome.  

For this position, the following competencies are essential: quality oriented, strong analytical skills, excellent teamwork skills, network skills, gender sensitivity and (very important) a good sense of humour!

You also meet the following criteria:

• A university degree in a relevant field. 

• A minimum of 2-5 years of work experience, of which at least 2 years’ experience with Planning Monitoring Evaluation and Learning  

• Thorough knowledge and experience of different qualitative and quantitative data collection methods and tools for monitoring and evaluations.  

• Familiar with Theory of Change, logframe development and outcome harvesting;  

• Experience with data management systems and tools ; 

• Experience in providing technical PMEL support to the development of program/project (funding) proposals.  

• Excellent communication and collaboration skills 

• A hands-on mentality; 

• Fluency in English is a must have; 
• Fluency in Dutch and French is an advantage;

• Affinity with Plan themes, including gender equality; 

• Up-to-date knowledge of the development and humanitarian fields (national and international developments).

An inspiring job in an international organisation with an inviting atmosphere. A fulltime workweek with us is 35 hours. These hours are usually flexible and could, for example, also be spread out over 4 working days and we expect team members to spend at least 2 days a week at our office in Amsterdam.
